A long text is sent in parts. Each part uses the credits shown for the country of the phone it goes to. Voice memos and video go only to phones in the US and Canada.
A phone number counts as the country its number belongs to. A few small territories share their numbers with a country on this list, and are charged at that country's rate. A number whose country is not on this list is not sent to.
